Who is a Gazetted Officer in India?

This is a question which many of us are confused about. I asked a lot of people about this, but could not find a satisfactory answer. Even I found this question to be a little hard for 'Google' to answer.

So, this is what I came to learn after spending some time googling. Here is it for you...

In India, Gazette is published on regular basis, it is an official Central Government Publication. Among many other things (viz. GoI notifications, rules, orders etc.), it publishes the promotions & transfers of certain government officials (who are called Gazetted Officers). This practice is followed since British times; and that publication is called by the Government of India as the "Gazzette of India".

Any catagory of persons who are listed in "Gazette of India" are Gezetted. As simple as that..!!

Governments categorise their employees from Class 1 to 4.

Class 4: Unskilled or semiskilled.

eg. Peon, attender, driver, gardener, Lans Naik, Naik etc

Class 3: Semi skilled with no decision making authority.

eg. Clerk, Head clerk, Assistant, Typist, Stenographer, Telephone operator, Havaldar, Havaldar major and NCOs, etc

Class2: Officers with some supervisory/managerial role.

eg. Section Officer, BDO, Tahsildar, Junior doctors, Assistant Executive Engineer, Lecturers in Government colleges, Headmaster of Government high schools, Junior Doctors in Government hospitals, 2nd Lieutenant to Major, etc

Class 1: Executive power vested officers, with decision making powers.

All India services, though posted to states; promotees from states to the cadre of Assistant Commissioner and above and to the cadre of All India services ; Police officers of Circle Inspector and above; Additional District Civil surgeons, Executive Engineers and above, District Medical Officer and above, Lt.Col. and above, Principals of Government colleges and above, Readers and above of Universities, etc.

Nationalised bank officials are not gazetted officers but protocol ranks exist.

Among the powers and responsibilities of a Gazetted Officer, are the certifications and authentification of photo copies etc. That's why we go to them for attesting our copies where they actually have to see an original of that and certify that the copy is the actual copy of the original as seen by them.

Circle Inspector of Police, for that matter any officer not having IPS is NOT a Class I Gazetted Officer, they are Class 2 Gazetted Officers. All commissioned officers of the army, navy and air force (starting from Lieutenant) are Class I Gazetted Officers. Please refer warrant of precedence in India for this. A Lt in Army is equivalent to an SP below 15 years service. How can he be class 2 and a circle inspector much junior to him be Class 1?

"all commissioned offiers in armed forces of india are class one gazzetted." -- Some Anonymous gentleman left this comment. I'd be greatful if someone can validate this comment.

I have a doubt, can a branch manager of a nationalized bank attest the photocopies ?

DrMV said...

In job applications, every time it is not asked to get attestation from a Gazetted Officer. Sometimes they just write that - attested copies of .... is required to be submitted. In such cases you may get attestation from your school/college Principal or may be say Bank Officer. But if it is categorically mentioned that attestation is to be done by a Gazetted Officer then Bank Officers are not the correct persons to be looked for.

Hi,
I wanted to do attestation for my brother's aieee application form. And the officer in case is a retired Air Force officer. But he sure was a gazetted officer before. So will retirement take that right away from him? will he still be considered a gazetted officer? Will his attestation be valid?
Thanks in advance.

hey i have attested my aieee form from a bank manager(govt bank)
Is this valid?..plz reply

Also, retired Gazetted Officers are no longer authorized to do attestation, as far as I know; and I am 99% sure about it. If some one is fully sure about this case, please throw some light on this.

@Kanak:
Executive Engineers are not Gazetted Officers but yes they may (or may not) belong to Class-I/II category of Officers. It depends on which PSU it is.

You can trust this information to be fully authentic, because prior to joining PhD @IIT Kanpur, I myself was an Executive Engineer (SO/D) in NPCIL, which is a fully government (Dept of Atomic Energy) owned PSU. I was not a Gazetted Officer there, but yes I was a Class-I Officer, which is also clearly stated in my Service Certificate.

They have asked to attest P.P size photo in the application form by Gazetted Officer Class A or B.

I have attested it with my college's Director.

My college is affiliated to Gujarat University .

Is it valid attest by Director

DrMV said...

@ Prakash:
Yes. If your college is affiliated to Gujarat govt, then your Director is a class-1 Gazetted Officer.

It is true that in Indian Army, all commissioned officers starting from Lt. are class 1 gazetted, they ve authority to attest. The Jco's in Indian army r class 2 gazettd n receive appointment frm Hon'ble President like all commisnd officers n they too hve authority to attest. Keep a clear cut note. In attesting, they ve to mention their, commission numbr which is unique (just like registratn no of a govt medicl practinr) and they r very much entitld to attest certificates even aftr retirement owing to their unique commisn no which is their lifetime identity. JOIN INDIAN ARMY, BE A WINNER FOR LIFE.

All commissiond officers in the armed forces are indeed gazetted class 1 officers. infact a officer starts getting his formal recognition and salary of that rank only after it is published in the gazzette. JCOs in the armed forces like subedar, warrant officer, master chief petty officer etc are class 2 gazetted officers. infact they recieve a parchment from the president of india(no less)which has their junior commision and gazette No.
as far as attestation is concerned, it depends from organisation to organisation and the relative importance of the document. for example, only a DM/ SP of a district and above, a major or above in the armed forces may issue a verification certificate for a passport applicant.
all this info is available on govt of india's official website.
hope it clarifies!
